How are these statements compatible? Either Beijing wants to repatriate citizens, or it’s making it harder.

Does the author not mean “the right to leave and return at will…”?

My guess is this is a repeat of the conspiracy theory phenomenon we saw in the West in response to covid restrictions. Real life takes on a surreal character, politicians’ explanations for their covid restrictions become ever more incredible as time passes, people become a bit deranged due to lockdowns and other restrictions. So conspiracy theories abound because the gap between reality and dystopia has significantly narrowed.
Of course, maybe China really is preparing for some sort of geopolitical conflict.

If the CCP were really planning that, wouldn’t they want a Chinese diaspora in every western country? You know, spying, sabotage and so on. So why would they withdraw them?

Whatever Xi’s plans are for Taiwan, it would seem to be curtains for the world’s tourism industry. China has been the global locomotive for world tourism for at least the last 20 years. Xi’s about-turn will produce a lot of empty hotels.
It might not be a good time to buy a car (with the shortage of microprocessors still in play), but it would seem to be a mighty good time to go on holiday.
